Which means if  you want to have it working you need to wait and download it from the official way, which you debt it will fix the connection or anything to do with the list above. So you end up at this site that offers the exact same file from the official MSNDAA
Because the file is encrypted you can’t use any tool you normally would to extract it. I found  a program   can decode the encryption and extract the file.

1 – Select Start > Run
2 – In the Open: box type cmd and press OK
3 – At the command prompt type systeminfo

1.Start – run
2.Tape regedit and Ok
3.Go to HKEY_CURRENT_USER \ Software \ Microsoft \ Windows \ CurrentVersion \ Internet Settings
4.Select New > DWORD Value from the Edit menu
5.Name the new value MaxConnectionsPer1_0Server
6.Right-click the MaxConnectionsPer1_0Server value and choose Modify
7.Under Base, click the radio button next to Decimal
8.In the Value Data: box enter the number of simultaneous connections you want to set (for example 10 is a good value), and click OK
9.Repeat steps 3 – 7 using the new value MaxConnectionsPerServer
10.Exit the registry editor
